Phase One Scope of Work

Phase One work sets up the tunnel and systems for future expansion to power all additional blocks. This phase of construction will require a combination of currently available city, federal, state and private funds to complete, and includes the following:

• Full construction of three blocks of supporting tunnel infrastructure from Broadway Blvd. to Baltimore Ave. (approximately 50% of the tunnel).
• Park construction for Block One from Wyandotte St. to Baltimore Ave.
• Tunnel Systems Building to support entire project from Broadway Blvd. to Grand Blvd.
• Six blocks of roadway work, new pavement and drainage on I-670 from Broadway Blvd. to Grand Blvd.

External Constraints

Phasing the project keeps it moving forward and capitalizes on federal and state funding to lay the foundation for needed infrastructure. There are pressing financial considerations and timing constraints:

• $28.6 million in federal funding is appropriated for this project, and those funds must be obligated by September 30, 2026.
• The Missouri Department of Economic Development reauthorized $43.6 million in state funding, which is subject to future extensions.
• A Missouri Department of Transportation (MoDOT) requirement indicates the I-670 south loop closure must not exceed 22 months, mandating a full reopening by August 1, 2028.
