Phase One Construction
The Roy Blunt Luminary Park is a sustainable urban park and public green space over interstate 670 (I-670) in downtown Kansas City, Mo. Phase One of construction begins late 2026, and requires closures of city streets and I-670.
I-670 and City Street Closure Information
Closures are currently expected to begin early December 2026. I-670 is scheduled to remain closed through September 2028, while intermittent city street closures will continue until Phase One construction is expected to be complete in spring 2029.

How does this closure relate to the I-70 closure?
KCMO’s Luminary Park and MoDOT’s Improve I-70 KC project are two separate projects. The Improve I-70 KC project will close I-70 from The Paseo Boulevard to Van Brunt Boulevard and is scheduled to close early January 2027 through December 2027. Frequently Asked Questions
Why does this require a full closure of I-670?
Infrastructure work, including roadway and drainage replacement, superstructure, and life safety systems in the tunnel, will establish this covered portion of I-670 between Broadway Boulevard and Baltimore Avenue as a tunnel. The tunnel must be completed with a comprehensive approach that does not allow for separate lane closures. Additionally, vehicular tunnels require fire and safety systems to be in-place before they are open to traffic, therefore requiring a full closure until that work is complete.
What is being built during this phase of work?
Phase One builds approximately 50 percent of the tunnel along I-670 and constructs the first block of the park from Wyandotte Street to Baltimore Avenue near the Convention Center. Work includes:
- Tunnel Infrastructure: Full construction of three blocks of supporting tunnel fire protection, emergency and safety systems infrastructure, from Broadway Boulevard to Baltimore Avenue.
- Block One of the Park: Completion of Block One, from Wyandotte Street to Baltimore Avenue near the Convention Center.
- Tunnel Systems Building: A building that houses fire protection, safety and operations equipment to support the entire project footprint, from Broadway Boulevard to Grand Boulevard.
- Roadway and Infrastructure Work: Six blocks of new pavement and drainage improvements on I-670, from Broadway Boulevard to Grand Boulevard.
What will Block One include?
Block One features and activation amenities include, but are not limited to:
- Walking paths, terraces, and picnic areas
- Nature and woodland spaces
- Swings, slides, boulder crawls, and adventure play areas
- Art installations and performance areas
- Space for food trucks and community events
- Lighting, security, and public safety features
How do I get around the closures?
Traffic impacts vary depending on the originating direction. Businesses in the area will remain open and accessible by marked detours. City street and interstate closures and detours will be marked with signage. Drivers are encouraged to find alternate routes for their destination to navigate around the I-670 closure. Due to the project area size, there is not a single detour route that works for everyone. Please see traffic maps or consult navigation apps for the best routes.
